Technical assistance for public administration reforms for improved service delivery to citizens

Period of implementation of tasks: 26 months

Location: Amman, Jordan

The overall objective of the project of which this contract will be a part is as follows: Support public finance and public administration reforms aiming to enhance accountability and public service delivery through improved Government performance. Thus contributing to the objective of ‘’Reinforcing the rule of law for enhanced accountability and equity in public service delivery’’ in the component 1 of the Single Support Framework (SSF) 2014-2017.

The purpose of this contract is as follows: To directly support the specific objectives of the Ministry of Public Sector Development in the implementation of its ''Government Performance Development Programme'' 2013-2016, which aims at enhancing public services provided to citizens, enhancing transparency and accountability and performance in the public sector. Of the six pillars of the Ministry of Public Sector Development's programme, the present programme contributes directly to the following: Second Pillar: Government streamlining, Third Pillar: developing government services and simplifying procedures, and Fourth Pillar: Strengthening supervision, regulation, accountability and transparency.

Key expert 1: Team Leader & Public administration reform expert

Qualifications and skills

  • Education at least Master's Degree or, in its absence, equivalent professional experience in: public policy, public administration, economics, industrial engineering or other directly relevant subject is required.

  • If an expert does not have a Master's Degree, she/he should have equivalent professional experience which is defined as: she/he must have at least a Bachelor's degree and an additional 14 years of relevant professional experience on public administration reforms.

  • A good command of English is required. The expert should be perfectly fluent in English; able to speak, write and read fluently.

  • Clear and rapid drafting skills in English are required.

  • Clear oral and written communication skills are required.

  • Cultural sensitivity and ability to work in various cultures is essential.

    General professional experience

  • At least 12 years' working experience is required.

  • Prior experience of at least 4 years working with Government institutions (at the central level) in middle income countries is required.

Specific professional experience

  • A minimum of 8 years professional experience working on public administration reforms (at the central level).
  • A minimum of 4 years professional experience related specifically to the activities which the present terms of reference shall implement is required (section 4.2 elaborates on the activities). Thus relevant to the activities of the present terms of reference.
  • Experience as Team Leader in capacity building programmes with public authorities (at the central Government level) is required.
  • Specific knowledge and experience in managing experts and organising missions as Team Leader is required, and preferably in projects with a similar budget as the present one where the expert was directly involved as Team Leader. To demonstrate team management skills, the CV should detail the relevant Team Leader experiences and specify the number of staff managed and approximate total working days of staff managed.
  • Experience in providing training to public officials on public administration topics is required.
  • Working experience of at least two years in the region working specifically on the public administration reforms concerned in the present terms of reference (at the central Government level) is required. The region is defined as European Neighbourhood policy countries of the south which includes the following countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, the occupied Palestinian territory, Syria and Tunisia.
  • Note that referenced programmes should be programmes supporting reforms and not punctual studies or evaluations.
  • Knowledge and experience in EC-funded programmes and procedures is preferred and an advantage.

Minimum required working days: 460 working days for the Team Leader. At least 95% of the working days shall be in Jordan.
