Project Description:
The GIZ-funded project is an integral part of the programme "Good Financial Governance (GFG) - accountability and mobilisation of government revenues in Tanzania".
GIZ supports the reform programme of the Tanzanian Government with the aim of strengthening public financial management through enhanced transparency, efficiency and accountability. The programme promotes supply and demand for accountability through its four areas of intervention:
1) strengthening external audit,
2) strengthening internal audit,
3) strengthening own resources mobilisation, and
4) strengthening the dialogue between state and citizens.
Specific project description:
GIZ is seeking technical assistance for the intervention areas 3 and 4, where it works on sub-national level. It strengthens the capacities of revenue collection in 10 local authorities with the aim of increasing their annual own revenues. Staff of selected local authorities are supported with on-the-job trainings and coaching related to improving procedures in the registration of taxpayers and tax collection. Usage of already developed tools and processes (mainly through other cooperation programmes) is equally promoted.
In addition, the project strengthens the dialogue between local administration and citizens to enhance transparency and accountability. This ensures that tax collection is transparent and rule-based and information on revenues and expenditures are disclosed. Here, a common understanding of tasks and responsibilities of the local public administration and the citizens / businesses is encouraged. This contributes indirectly to higher tax compliance and promotes a stable citizen-state relationship.
Staff Requirements:
• 1 international long-term expert in Public Finance and Taxation (42 months)
Qualifications:
- A university degree in Public Finance, Public Policy, Administration Economics or equivalent
- At least 15 years of experience in the field of public finance and fiscal reforms
- At least 8 years of experience in the field of municipal finance, local taxation and tax collection in developing countries
- Very good English and German language skills
- Experience in East Africa would be an advantage
